The MERIL-DE Model is an integrated public sector strategy execution framework that combines nine vital components—Leadership, Strategic Planning, Project Management, Alignment, MERIL-based performance management (Measure, Evaluate, Report, Improve, Learn), Drive, Engagement, Risk Management and Stakeholder Management—into a single, dynamically integrated “Stratex Car” that moves to close the gap between planning and execution. By treating these elements as interdependent gears rather than isolated tools, the model enables organisations to become more strategy-driven and high-performing; it offers practical assessment instruments such as the Total Strategy Execution Capacity (TSEC) to diagnose strengths and weaknesses, institutionalise regular performance management, and systematically improve organisational, unit and individual performance, thereby significantly increasing the chances that strategic intent is translated into measurable public value and improved service delivery.
