PhD, MMGT, MBL, BEng(Hons), BEng, PMP

I am a seasoned strategist and project management expert with extensive experience in public and private sector leadership across Africa. I hold a PhD in Public Leadership & Strategy Execution from the University of Stellenbosch, focusing on closing the strategy execution gap in the public sector.
I also have dual master’s degrees — an MMGT from the University of Southern Queensland and an MBL from UNISA — which allow me to combine academic rigor with practical leadership insights. Additionally, I hold engineering qualifications (BEng Hons in Water Resources Engineering and BEng in Civil Engineering) and am a certified Project Management Professional (PMP) through PMI, USA.
I specialise in strategy planning, execution, project management, and project reviews, helping organisations turn strategic plans into measurable results. My work spans public institutions, private enterprises, and complex multi-stakeholder projects across Africa, with a particular focus on Namibia.

My Personal Highlights
Dr Anton Olivier is a senior international consultant in public leadership, institutional development and strategy execution with more than 30 years’ experience across Africa and the Pacific, combining a PhD in Public Leadership & Strategy Execution with registration as both a Civil Engineer and PMP. He has led or advised over 65 national, ministerial and local-government strategic planning processes, designed major public-sector reform and institutional strengthening programmes, and developed practical, evidence-based solutions that link policy, projects and budgets for sustainable results.
His career spans water and sanitation, housing and urban infrastructure, governance and public-sector reform, CRVS and digital governance, and monitoring, evaluation and learning, working in countries such as Namibia, Zambia, Botswana, Uganda, Lesotho, Ghana, Sierra Leone, South Sudan, Timor-Leste and Papua New Guinea. He has served as Team Leader or Key Expert on EU, AfDB, GIZ, World Bank and UN-funded assignments, trained more than 2,000 professionals in leadership and project management, and is the author of “Closing the Strategy Execution Gap in the Public Sector” and co-author of “Namibian Governance,” with additional peer-reviewed publications and international conference presentations.
